Deaths on a boat off Cuba spotlight Florida anti-government groups

Cuba Boat Shooting

The fatal shooting broke out Wednesday amid heightened tensions between the U.S. and Cuba. The ouster of Venezuelan President Nicolás Maduro has led the Trump administration to take a more aggressive stance toward the country's longstanding ideological nemesis in Latin America. It shines fresh attention on the deep-rooted freedom movement among Cuban exiles in south Florida, including some fringe elements who have long sought a violent overthrow of the island's communist leadership.

Armed raids, provocative publicity stunts and protests blurring the lines of legality stretch back decades in the Florida straits. Many of them are led by hard-liner exiles, some who fought in Fidel Castro's guerrilla army that took power in 1959 before breaking ranks when the popular leader converted Cuba into a Soviet satellite.

But such confrontational tactics have faded since the Cold War, leaving many in Miami to speculate the armed incursion was a fabrication of Cuba's intelligence agencies.

"Cuban Americans today are, whether on the left or on the right, really focused on trying to influence U.S. policy rather than thinking that somehow paramilitary action by small groups are gonna overthrow the Cuban government," said William LeoGrande, an American University government professor who specializes in Cuba.

The shooting left four dead and many questions. Cuba's government said most of the people on the boat were violent criminals. U.S. Secretary of State Marco Rubio, who rose to prominence surrounded by the Cuban exile politics of Miami, was quick to cast doubt on the Cuban account, saying that the U.S. would investigate what he described as a "highly unusual" sea shootout.

Late Friday, top officials with Cuba's Ministry of the Interior unveiled theitems they said were aboard the boat, including a dozen high-powered weapons and more than 12,800 pieces of ammunition.

Anti-Cuban government groups ebb and flow

The counter-revolutionary groups — with names like Alpha 66 and Omega 7 — were always small in number but were at their strongest in the 1970s and '80s. Their influence receded as the Reagan administration arrested their leaders for violent attacks on U.S. soil, like an assassination plot targeting Castro during his 1979 visit to the United Nations and the shooting death a year later of a Cuban diplomat in New York.

Antonio Tang joined Alpha 66 shortly after fleeing Cuba and going into exile in Canada in 1981.

He trained in weapons and guerrilla tactics with the volunteer group at a camp in the Everglades called Rumbo Sur — Direction South. Many of its actions were over before they started, he said.

"We were kind of amateurs — and no match for the Cuban military and interior ministry," said Tang. "They always knew in advance what we were doing. Many folks ended up in jail."

Ernesto Díaz, deputy secretary general of Alpha 66, described the 10 men as martyrs.

"It is an act of compassion for a Cuban people who are suffering," Diaz, 86, said. "It was a sacrifice that has demonstrated the nobility and sensitivity towards freedom in Cuba."

Cuban attempts to co-opt groups

Former Cuban intelligence officer Enrique Garcia said a well-funded Cuban intelligence department — called Q-2 — spent decades co-opting armed resistance groups. In some cases, Cuban agents would fund weapon purchases and drive unsuspecting exiles into plots.

Agents infiltrated Brothers to the Rescue, which lost four members in 1996 when Cuban fighter jets shot down their airplanes in the Florida straits.

"This strategy —seemingly still in place— sought to portray the Cuban exile community as extremist and link the U.S. government and agencies to such activities," said Garcia, who defected to the U.S. in 1989. "The U.S. intelligence community is aware and must have documented in its archives that this was a permanent modus operandi of the Cuban intelligence service."

Garcia said he can't remember any covert act of the sort Cuba has denounced in at least three decades.

He also finds the timing of the attack suspicious. The Trump administration has asserted almost unprecedented pressure on Havana to open its economy and relinquish almost seven decades of single-party rule.

Families give an incomplete picture

Marina Luz Padron, whose ex-husband, Hector Cruz Correa, was among those reported killed, appealed for privacy as the family mourns. She described her ex-husband as an excellent father to their 4-year-old child, who still hasn't been told about his fate.

"If he went to Cuba it was because he wanted freedom for his country," Padron told The Associated Press in a brief interview.

Other family members spoke to Spanish language influencers in Miami describing their loved ones as peaceful and far removed from what Cuban officials denounced as a "terrorist" incursion.

Ibrahim Bosch, president of the Republican Party of Cuba, another exile group, said that Michel Ortega Casanova, one of those killed, was the leader of his party in Tampa for a while until he requested to be replaced so he could spend more time to with his family.

"He was an excellent person, very hardworking, very dedicated to his family," Bosch said. "He always had the hope of freedom for Cuba."

But Florida resident Misael Ortega Casanova said his brother — an American citizen who has lived in the U.S. for more than 20 years and still agonizes over the suffering that Cubans endure — was on an "obsessive and diabolical" quest for Cuba's freedom.

"They became so obsessed that they didn't think about the consequences nor their own lives," Misael told The Associated Press.

BUENOS AIRES, Feb 27 - Argentina's Senate on Friday approved a labor reform backed by President Javier Milei, giving it final ‌clearance to become law and landing the libertarian leader one ‌of his most significant legislative wins.

Milei's administration argues the reform, which passed with 42 votes ​in favor, 28 against, and two abstentions, will spur investment and create formal jobs, while labor unions contend it weakens worker protections, including the right to strike.

The reform is expected to bolster investor confidence in Milei's market-driven ‌reforms.

Passage of the bill is ⁠seen by analysts as a signal that Milei has the political backing to advance his broader free‑market agenda.

Since taking ⁠office, Milei has stabilized the exchange rate and sharply cooled inflation, bringing monthly price increases down from double digits to 2.9% in January, gaining accolades ​from the ​International Monetary Fund.

One of the bill's ​most contentious provisions establishes an ‌employer-financed severance fund consisting of contributions currently earmarked for the national pension system. The change could make it easier for companies to lay off workers and opposition lawmakers say the fund would impact the pension system's resources.

The reform also relaxes hiring rules, changes the vacation system, allows the standard ‌workday to be extended from eight to ​12 hours, and permits salaries to be ​paid in foreign currency.

Unions, which ​have mounted protests including a nationwide strike, object to ‌new limits on the right to ​strike that require ​essential services to maintain minimum operations during work stoppages.

The labor reform is one of several legislative priorities for Milei's administration. Lawmakers are ​also advancing changes to ‌the law protecting Andean glaciers, a move the government says will ​unlock mining investment and which environmental groups strongly oppose.

The country's ability to co-host the World Cup has been under scrutiny this week following the violence that erupted after the army killed powerful drug lordNemesio Oseguera Cervanteson Sunday.

The operation and its violent repercussions claimed the lives of 70 people. Cartel members set cars on fire to block streets in states across the country, particularly in cities in Jalisco state, among them Guadalajara which is scheduled to host four World Cup matches.

FIFA President Gianni Infantino told Sheinbaum in a phone call on Thursday that he has "full confidence" in Mexico as a World Cup host.

Sheinbaum backed that up on Friday in her daily briefing.

"He assured me that the World Cup would be held in our country," she said. "We agreed that a FIFA team would definitely come to review several issues. We've been working on this for a long time but the issue of security is particularly important, of course."

Sheinbaum did not provide dates of the visit.

"I told him (Infantino) that Sunday was a special situation and that we have returned to normal, with all the safety measures that have been in place for some time now, so they can rest assured," she said.

Even though Sheinbaum said things were going back to normal, security concerns for Guadalajara remained. World Aquatics canceled a Diving World Cup scheduled for next week near Guadalajara.

Sheinbaum said the government sports authority CONADE was trying to convince World Aquatics to move the meet to another city in Mexico.

"We're working with them to try and get this international tournament back," the president added. "We still have faith that we can get this tournament back."

In regard to mobility, the three cities in Mexico hosting World Cup matches were still trying to resolve issues almost 100 days before the first match on June 11 at Azteca Stadium.

In Mexico City, work was ongoing to improve a light rail line that was the fastest way to head toward Azteca. In Monterrey, the subway train was still being built. The Guadalajara stadium lacks public transportation although it boasts a large open parking lot.

"(Infantino) also asked me to look at the issue of traffic in the three cities in order to guarantee the mobility of all those who will be attending the stadiums and so on, among other issues that we are working on," Sheinbaum. said.

Sarah Ferguson, the Duchess of York, could face renewed scrutiny when she returns to the United Kingdom following the arrest of her ex-husband, formerPrince Andrew, according to royal experts.

The former prince, now known as Andrew Mountbatten-Windsor, 66,was arrested Feb. 19on suspicion of misconduct in public office as part of an inquiry linked to his ties with the late convicted sex offender Jeffrey Epstein. He was released after 11 hours, has not been charged and denies any wrongdoing.

Meanwhile, the 66-year-old Duchess of York has kept a low profile in recent months andher current whereabouts remainunknown. TheU.K.'s DailyMailreported that Ferguson was last seen leaving Royal Lodge, Andrew's former 30-room mansion, in September. Although they divorced in 1996, the pair continued living on the property.

According to People magazine, the duchess reportedly planned to spend a few months overseas — leading royal watchers to speculate over what could await her upon areturn to Britain.

While Ferguson has not been accused of any wrongdoing and no arrest warrant has been issued, legal and royal experts told Fox News Digital that her homecoming could still draw fresh attention to her own past ties to Epstein and raise new questions about whether authorities may seek her cooperation as a witness.

Simarjot Singh Judge, managing partner atJudge Law,said there was little basis for assuming any immediate action by authorities if Ferguson were to return to the U.K. "If there is no arrest warrant, bail condition, or active requirement to attend an interview, the most likely 'first thing' is simply that nothing happens at the border beyond standard entry checks," he explained.

"In the U.K., an arrest generally requires reasonable suspicion of an offense and is typically carried out bypolice when necessary and proportionate," Judge continued. "If police wanted to speak to her, the usual starting point would be contact via lawyers to request a voluntary interview or statement — especially for high-profile cases."

Judge also urged caution regarding online chatter about a possible arrest and weighed in on any potential legal hurdles that Ferguson could face.

"Treat 'arrest rumors' cautiously unless they're backed by credible reporting of a warrant, charge, or formal request," he said. "At the moment, reputable coverage is focused on the wider fallout from the Epstein-linked revelations and on Andrew's situation, not on any formal allegation against Sarah Ferguson."

"Practically, the hurdles, if any, would depend on whether authorities consider her a witness, a person of interest, or neither," Judge added. "Without a warrant or formal process, there's no automatic legal 'trap door' upon arrival."

However, royal expert Hilary Fordwich told Fox News Digital that it was widely believed authorities would be interested in speaking with Ferguson upon her return to the U.K. despite the lack of an arrest warrant.

"While I'm not a lawyer, mostlegal analystsbelieve upon her return to the U.K., it would be highly likely she'd be contacted and interviewed as a key relevant witness by either prosecutors or police, but currently there isn't any arrest warrant and to date she has not been referred to as a suspect," Fordwich said. "This though, as we saw with both Andrew and Mandelson, could change at any minute."

Days after Andrew's arrest, British policearrested former U.K. Ambassadorto the U.S. Peter Mandelson on suspicion of misconduct in public office related to allegations he improperly shared sensitive government information with Epstein. He was later released on bail pendingfurther investigationand has not been charged.

Judge shared his opinion on the likelihood that authorities would question Ferguson and whether her potential cooperation would be advantageous for her.

"If authorities believe she has relevant information — communications, introductions, timelines, financial context — she could be useful as a witness," he said.

"Cooperation in the U.K. commonly means: providing documents, giving a witness statement, or attending a voluntary interview through solicitors," Judge continued. "If she is genuinely not suspected of wrongdoing, cooperation can help by clarifying facts early, reducing speculation, and demonstrating transparency — without implying liability."

Fordwich pointed out that as Ferguson does not hold any official royal role, she would not have any special legal protections.

"She is not a working royal, doesn't have HRH status or indeed any formal royal role," Fordwich said. "She doesn't have sovereign immunity or any institutional cover."

"The family has already distanced themselves from her, likewise her former friends and charities," she added. "Mere association with her currently is viewed as totally unacceptable."

While speaking with Fox News Digital, Judge weighed in on how the royal family would handle media relations if Ferguson's return to the U.K. sparked controversy.

"Most likely strategic distance, with strict message discipline: 'This is a matter for the legal authorities' and 'no comment,'" he said. "The Palace typically avoids anything that looks like intervention in policing or courts. Where needed, they might emphasize that Sarah is a private individual and not a working royal — limiting institutional exposure."

Judge said that Ferguson would need to navigate any potential legal concerns independently.

"Even with royal proximity, the Palace cannot and should not be seen to influence legal process," he said. "If she needs legal advice, representation, or crisis comms, that is handled privately via her own team. Royal expert Ian Pelham Turner shared his view regarding why Ferguson had chosen to stay out of the spotlight rather than address the controversy directly.

"Why has she hidden herself away, probably for fear of being pressurized for spilling the beans, constant media and police surveillance and the fear of becoming a scapegoat," he said.

Judge shared his thoughts on whether Ferguson's choice to remain out of public view was the wisest course of action.

"Staying out of sight is a common crisis tactic when facts are still emerging and headlines are volatile — especially when there is intense reputational heat and any comment could create new angles," he said. "Some reports suggest she has kept a low profile amid renewed scrutiny."

"Whether it's 'wise' depends on the objective: if the priority is legal prudence and reducing missteps, silence can be sensible," Judge continued. "If the priority is reputation repair, prolonged silence can allow narratives to harden — so many advisers prefer a short, carefully lawyered statement that sets boundaries (no wrongdoing alleged, willingness to assist if asked, focus on private health/family) and then goes quiet again."

Judge also weighed on whether Ferguson's return to the U.K. might be received as a redemption arc or alternatively, if it could bring renewed attention to some of her past controversies.

"It risks reopening old chapters, especially if timed alongside ongoing news," he said.  "A 'redemption' framing generally only works when there is closure and clarity. If public interest is still active, the safer route is a low-drama approach: minimal visibility, measured statements through representatives, and avoiding any appearance of spinning."

According to Nielsen figures, Trump's record-breaking 108-minute speech on Tuesday (February 24) averaged 32.6 million viewers, an 11 percent decrease from the 36.6 million who watched his address last year. Colbert was quick to point this out while celebrating his own show's ratings compared to last year's.

"The Nielsen ratings for his speech are in, and Trump's talk-a-thon saw an 11 percent decrease from last year," the late-night host said during Thursday's opening monologue. "Donald Trump is really dragging down broadcast television. I mean, if I were CBS, I'd cancel him."

Last July, CBS announced itwas cancelingThe Late Show, citing financial reasons. The show's final episode is set to air in May. At the time,Trump celebrated the cancelation,writing on Truth Social, "I absolutely love that Colbert got fired. His talent was even less than his ratings."

Colbert returned fire on Thursday night, saying, "But you know, linear television is doomed, and everyone's ratings are going down, right? I'm sorry, what's that? Our ratings were up 7 percent?!"

"Over the same last year? So last year's and this year's? I'm up 7 percent? Holy cow!" he continued as the studio audience chanted his name.

He added, "You know what I think is going on? People may not like watching Trump, but they do like watching me not like watching Trump."

Colbert also compared Trump's SOTU ratings to the recentSuper Bowl, whichaveraged 125.6 million viewers. "I think Trump could have saved the whole thing with a blockbuster halftime show featuring Bad Bernie," he quipped while showing a mock-up photo ofBernie Sandersdressed as Bad Bunny.

Earlier in his monologue, Colbert said, "Allow me to take a moment here to just jam a Capri-Sun straw into your spinal fluid and suck out some of your life force, because I'm still dragging ass and spitting out teeth after Trump's record-breaking 108-minute-long State of the Union on Tuesday."

"I could barely get through it. How did he stay awake that long?" the comedian asked before cutting to a clip of Trump's address where the president said, "I took prescription drugs."

"Refreshing honesty," Colbert quipped.
